The recent Regulators / Pancakes deal left Pancakes with a roster that did not comply with Rule 8. It was an easy fix, since accomplished (with a waiver move Pancakes dropped a forward and added a d-man, allowing McCabe to slide into the goon slot). And so we let it slide and did not force these GMs to start over.
To stay within the Rule, however, the waiver move should come first. A roster must comply with the Rule at the end of each deal: GMs do not have until the end of the weekly trade period to make a roster good again.
